NC treasurer: Charlotte officers retiring, returning to work violates state law

HOPEFULLY THEY’LL GET MORE ANSWERS AND FIND THE SHOOTING SHOOJ SOON. TWO OF THE BIGGEST JOBS FOR POLICE ARE, OF COURSE, KEEPING PEOPLE SAFE. BUT IF THE CRIME DOES HAPPEN, GETTING JUSTICE FOR THE VICTIMS. A STATE INQUIRY FOR THE RETIREMENT AND HIRING PRACTICE. COULD SOON IMPACT CMPD’S ABILITY TO DO BOTH OF THOSE THINGS. REPORTER MARK BECKER IS LIVE NOW. THE QUESTION CAME UP EARLIER THIS WEEK, WHEN THE POLICE CHIEF ANNOUNCED THAT HE ACTUALLY PLANS TO RETIRE AND THEN BE REHIRED TO OVERSEE THE REPUBLICAN CONVENTION HERE. AND THE STATE TREASURER SAID WAIT A MINUTE. THAT MIGHT NOT BE KOSHER. THE FACT IS, IT’S BEEN DONE HERE FOR MANY YEARS AND HAS HAD A TREMENDOUS IMPACT BOTH ON THE POLICE DEPARTMENT AND THE COMMUNITY. Reporter: AND TO SEE THE IMPACTS. YOU CAN LOOK AT THE DEPARTMENT’S COLD CASES IT RELIES HEAVILY ON OFFICERS WHO HAVE HAVE COME BACK TO WORK. TO SOLVE THOUSANDS OF HOMICIDES AND RAPE CASES. LUCY CAMORRIS WAS ONLY 17 WHEN SHE WAS RAPED IN 1995. LAST WEEK, THE COLD CASE UNIT FINALLY IDENTIFIED HER ATTACKER AND SENT HIM TO PRISON. IT DID OFLY GAVE ME A — DEFINITELY GAVE ME A LOT OF CLOSURE. Reporter: BUT THE IMPACT OF REHIRES IS FAR MORE VISIBLE AT BIG EVENTS LIKE PANTHERS GAMES, WHERE MANY OF THE OFFICERS WORKING TRAFFIC AND SECURITY ARE RETIREES WHO HAVE BEEN HIRED BACK. THE PROSPECT OF LOSING REHIRES COMES AS CMPD STRUGGLES TO FIND NEW RECRUITS. THE DEPARTMENT IS SHORT ALMOST 200 OFFICERS AND CAN HARDLY AFFORD TO LOSE MORE OF THEIR RETIREES. AND BEYOND CMPD, OTHER CITY DEPARTMENTS HAVE ALSO RELIED ON REHIRES TO FILL KEY JOBS THAT COULD NOW BE IN JEOPARDY. BUT LASHEEKA MORRIS WILL TELL YOU, THE FULL IMPACT OF THE REHIRE PROGRAM IS BEST MEASURED, ONE PERSON AT A TIME. IF IT GOES AWAY. WE DON’T HAVE WORDS FOR THAT. I JUST HOPE IT DON’T GO AWAY. AND THE STATE TREASURER’S OFFICE TODAY TOLD ME THEY HAVE BEEN IN TOUCH WITH THE CITY. THEY’RE TALKING ABOUT ALL OF THAT. AND THE ISSUES, BOTH CMPD AND THE CITY OF CHARLOTTE, THOUGH, TELL ME THEY’RE NOT COMMENTING YET. SCOTT?
