BUT PRISMA HEALTH CHILDREN’S HOSPITAL TOLD US HE’S NO LONGER EMPLOYED THERE. SINCE CHANNEL 9 BROKE THE NEWS THAT POLICE CHIEF KERR PUTNEY IS RETIRING. CITY LEADERS HAVE BEEN PRAISING THE JOB HE’S DONE. NOW THAT WE’RE DIGGING INTO THE NUMBERS. SINCE HE TOOK OVER AS CHIEF, OVER ALL CRIME HAS BEEN UP. AND HOMICIDES HAVE BEEN UP FOUR OUT OF FIVE YEARS. AFTER THAT, HE GIVES CREDIT TO POLICE, AND SPECIFICALLY TO CHIEF KERR PUTNEY FOR STAYING ENGAGED IN THE COMMUNITY AND MAKING A DIFFERENCE THROUGH PROGRAMS LIKE COPS AND BARBERS. YOU HEAR THE SIRENS, AND THEY’RE GOING OFF AND THEY’RE ON THE WAY TO TAKE CARE OF SOMEBODY. WE’RE A LOT BETTER. IN HIS FIVE YEARS AS CHIEF, HE’S PUT EMPHASIS ON REACHING OUT TO THE COMMUNITY. BUT HIS TEN YEAR HASN’T ALWAYS BEEN SO POSITIVE. THE RIOTS THREE YEARS AGO AFTER A POLICE OFFICER SHOT AND KILLED KEITH LAMONT SCOTT EXPOSED TENSIONS BETWEEN POLICE AND MANY IN THE AFRICAN COMMUNITY. AND CRIME HAS EDGED UP IN THREE OF THE LAST FIVE YEARS WITH HAD HAD UP IN FOUR OF THOSE YEARS. MORE THAN DOUBLING IN THE FIRST SIX MONTHS OF THIS YEAR. AND THAT’S HARD TO IGNORE IN NEIGHBORHOODS LIKE GWEN JOHNSON’S. SHE RUNS AN AFTER SCHOOL PROGRAM HOAR HERE AND HAS BEEN TRYING TO CLEAN UP THE COMMUNITY AROUND IT FOR YEARS. WE KNOW WHO’S GOING TO WORK WITH US AND WHO’S NOT. THIS CHIEF WE HAVE NOW, I HAVEN’T SEEN HIM SINCE I’VE BEEN DOING THIS. SHE’S HAD TROUBLE GETTING OUT HERE THE LAST FIVE YEARS AND SHE SAYS THAT STARTS WITH THE CHIEF. WHAT IS HIS LEGACY GOING TO BE THEN. I KNOW NOTHING. I’LL HAVE TO ASK THE LORD ABOUT THAT. HE HAS A LOT TO PROVE TO GWEN JOHNSON. CLEARLY THERE’S SOME MIXED FEELINGS ABOUT CHIEF KERR PUTNEY AND THE JOB HE’S DONE, AND AS LONG AS CRIME CONTINUES TO GO UP THE QUESTIONS WILL BE THERE. SCOTT? AND MARK, GETTING BACK TO HIS RETIREMENT, THERE’S A QUESTION ABOUT A NORTH CAROLINA STATUTE THAT DEFINES RETIREMENT AND YOU’VE LOOKED INTO THIS. YEAH, AND YOU CAN GET INTO THE WEEDS QUICKLY. BUT HERE’S A LOOK AT THE STATUTEFUL IT DEFINES RETIREMENT. AND SPECIFICALLY SAYS QUOTE THE COMPLETE SEPARATION FROM ACTIVE SERVICE WITH NO INTENT OR AGREEMENT EXPRESSED OR IMPLIED TO RETURN TO SERVICE. HOWEVER, THAT SAME STATUTE, THAT PERSON CAN’T DO ANY WORK WITHIN A MONTH OF THEIR RETIREMENT. I’VE MET WITH MANY POLICE OFFICERS OVER THE YEARS WHO HAVE DONE EXACTLY THAT. THEY HAVE RETIRED, EXPRESSED THEIR INTENT TO COME BACK, THEY’VE SET OUT THE MANDATORY 30 DAY PERIOD AND THEN COME BACK ON TO THE JOB DOING SOMETHING VERY SIMILAR TO WHAT THEY’VE DONE. SO SOME QUESTIONS HERE. CMPD WAS SCHEDULED TO HAVE A NEWS CONFERENCE TOMORROW. BUT WE JUST LEARNED THAT’S OPINION CANCELED. SCOTT?
