Chapman controversy: Portsmouth Mayor John Rowe talks police chief’s resignation

A HOT DEBATE THAT PACKED A COUNCIL CHAMBER TO CAPACITY– AND HAS RESIDENTS QUESTIONING THE DECISIONS OF CITY LEADERS. TONIGHT– NEW INSIGHT INTO WHY PORTSMOUTH’S POLICE CHIEF WAS SUDDENLY RELIEVED OF HER DUTIES. GOOD EVENING. A DEBATE THAT HAS DIVIDED THE CITY OF PORTSMOUTH IS NOT GOING AWAY ANYTIME SOON. TONIGHT– THE MAYOR IS TALKING ABOUT THE RESIGNATION OF THE POLICE CHIEF IT HAPPENED LAST WEEK– BUT THE QUESTIONS OVER TONYA CHAPMAN LEAVING HAVE MOUNTED EVER SINCE. ESPECIALLY AFTER THE FORMER CHIEF HERSELF SAID SHE WAS PUSHED OUT. EVERYONE ON COUNCIL WAS SEEMINGLY SWORN TO SECRECY. THAT IS– UNTIL NOW. 10 ON YOUR SIDE’S ANDY FOX TALKED EXCLUSIVELY TO MAYOR JOHN ROWE ABOUT THIS. ANDY– WHAT’S GOING ON HERE? (ANDY) ALL THE COUNCIL MEMBERS WERE HIDING BEHIND THE CITY CHARTER THAT SAYS IT’S A MISDEMEANOR TO TO BE INVOLVED WITH INTERFERING WITH HIRING AND FIRING. BUT CERTAINLY YOU CAN PASS COMMENT ON EVENTS THAT TAKE PLACE, AND NOW THEY ARE. (ANDY FOX REPORTING) (EVERYBODY KNOWS WHAT HAPPENED. 51:09 DR. PATTON DIDN’T COME TO THIS DECISION ON HER OWN SHE WAS PUSHED BY PEOPLE LUCAS ABSOLUTELY CONVINCE MAYOR JOHN ROWE FORCED THE CITY MANAGER TO GET RID OF POLICE CHIEF TONYA CHAPMAN. ROWE SAYS LUCAS IS WRONG (9SHE DOESN’T KNOW THE CITY MANAGER AND SHE DOESN’T KNOW ME BECAUSE I CAN TELL YOU STRAIGHT UP WE HAVE A STRONG PROFESSIONAL CITY MANAGER WHO WOULD NOT TAKE DIRECTION FORM THE CITY COUNCIL IN THIS REGARD. WHETHER IT IS ME OR MY SIX OTHER COLLEAGUES)) (( I DONT BELIEVE THE MAYOR OR THE CITY MANAGER DID YOU HEAR WHAT I SAID. I MEANT WHAT I CHAPMAN AND THE LOSS OF SUPPORT IN HER OFFICE FROM SOME PEOPLE NO )) IN HER LETTER TO THE CITIZENS OF PORTSMOUTH CHAPMAN WRITES, “I HAVE NEVER WITNESSED THE DEGREE OF BIAS AND ACTS OF SYSTEMIC RACISM, DISCRIMINATORY PRACTICES AND ABUSE OF AUTHORITY IN ALL OF MY ALMOST 30 YEAR CAREER…SOME DID NOT LIKE TAKING DIRECTION FROM AN AFRICAN AMERICAN FEMALE.” MAYOR ROWE IS SURE RACISM HAD NOTHING TO DO WITH CHAPMAN’S REMOVAL FROM OFFICE. ((WE HAVE THE FIRST AFRICAN AMERICAN CITY MANAGER AND THE FIRST AFRICAN AMERICAN WOMAN POLICE CHIEF AND THERE IS AN ALLEGATION O OF RACISM THERE IS IRONY THERE)) AS FOR THE FIRING COUNCILMAN SHANNON GLOVER CONCERNED WRONG WAS DONE “WE ARE THE LAUGHING STOCK OF REGION, STATE AND NATION. FOR THE RECORD I DO NOT BELIEVE THIS MATTER WAS HANDLED PROPERLY.” ((DO YOU AGREE WITH THAT NO A LAUGHING STOCK IT BREAKS MY HEART THAT THIS IS IN THE NEWS)) RUNS:05 (ANDY) THERE’S BEEN TALK OF BRINGING UP A “NO CONFIDENCE” VOTE ON THE CITY MANAGER, BUT IT IS CLEAR THAT AS OF NOW 10 ON YOUR SIDE. (TOM) WE HAVE MORE ON THIS

  • Last week Nathan A. Evans 19 year old student from William & Mary was robbed & murdered by someone of his race & age. How come the NAACP, BLM & others who claimed that racism is behind everything- will not denounce these series of murders that continues to occur in Hampton Roads? Any respondents?

  • Reasons Tonya Chapman should have resigned or been fired. She never protested Officer Jeremy Durocher’s indictment. She has the mind-set of a Social Worker not a Police Chief. It appeared that she wanted her officers to suffer debilitating injuries before she supported the use of deadly force. Race had no effect on the no vote of confidence in her leadership. She lacked leadership. Politics played a huge role in her being hired & dismissed.

  • She should have resigned or been fired. She does not realize that criminals will not cease committing crimes because a police officer is nice to them, they will only become more aggressive. Please, she is not equipped to be a police chief of a large city. She should apply as a chief at small colleges
